The first دور (dur) is دور with an unwritten ezafe pronounced at the end. The second دور is suffixed with a ه, which represents the third person present verb for "is".

There are, throughout this lesson, examples of words like دشتای, which contain a noun + plural marker (ha) + ezafe. In spoken Persian, the "h" in ha is almost always dropped. So written, formal "dasht-ha-ye" becomes "dasht-a-ye.
